One of the most comprehensive sources of information is the wiki at voip-info.org. This styles itself as “a reference guide to all things VOIP”. The voip-info homepage is a good starting point to learn and explore voice communications over an IP network.

Voip-info.org has a good search facility and is one of the places to start when you have questions. Unfortunately some of the links are blatant advertising and these pages are less useful.
